Beating still remains to be a popular “educational means” for the children in Macedonia
Skopje, 4th of February 2013 (MIA) – In Macedonia still exists the opinion that the beating of children is “useful disciplinary method”, and the parents, relatives, teachers most often do not restrain themselves from using this “method” to “teach the children of manners”.

Last year, from the total number of 397 phone calls on the SOS telephone line in Megjashi, 100 are about family violence, and only 27 children reported violence or violation of some of their rights. Most of the cases of children who are victims of family violence are about physical and physiological violence and neglect.
The beating of the children most of the time is not reported and as such stays unpunished. Most of the time is being reported by the parents, adults, guardians, neighbors, and at least by the children themselves. According to Jana Zengovska, physiologist at Magjashi, the children out of fear or shame do not want to speak of any kind of violence they experience in their homes or outside of it, because they are afraid of being ridiculed by the environment or being victims of the same violence again.
-The information confirms the fact that in the past, and unfortunately in the present too, the parents often use the physical and physiological violence to impose their authority and to educate and discipline their children. However, using physical punishment, especially using assaults and humiliation, has much deeper consequences for their optimal growth and development. These children lack confidence, they are depressed, have difficulties adapting to the environment, there is a possibility of deviant behavior and most often they accept aggression as a model of behavior and they use it as only way of reaching their goals. The assault and humiliation have power to change and distort the way a person perceives oneself and the world, says Zengovska.
She emphasizes that the bullies are not being born, they are being created. There is not a child that has been born with a predisposition of becoming a violent person or to demonstrate certain asocial or deviant behavior. The parents have the biggest responsibility to educate and raise their child, who is born as a result of the parents’ decision and desire. The violence, in any situation, is not a way of educating and raising a healthy and happy child. The discipline means setting limits and teaching responsibility which is useful and necessary in the process of growing up and becoming mature and responsible persons, emphasizes the psychologist and coordinator of SOS telephone line for children and youth in Megjashi.
The parents don’t want to beat their children, but it happens mostly when they are stress and can’t restrain themselves. Beating is not the way to successfully teach the children to well behave. On the contrary, it teaches them to be aggressive and contributes in weakening of the child-parent bond.
In Western-European countries, especially in Scandinavia, beating or molesting children by their parents is being most severely punished, even by exclusion of the custody rights over the children. This problem has a legal frame in Macedonia too, but the problem is its implementation. The Law for protection of the children forbids any physical or psychological violence or molesting, punishment or any kind of other inhuman behavior. However, there isn’t any definition of what is considered to be physical, and what is psychological violence, and other then financial penalties, there is no other punishment for the persons who commited this kind of violence on children. Any kind of violence among the family members, regardless of the sex and age, is forbidden by the Family Law. One of the measures for protection of the children-victims of family violence also is removing the violent member from the family and to accommodate the person in the counseling centers/shelters.
The social care centers have the main role in undertaking adequate measures whenever there is a suspicion or information about family violence. So far, according to the practice, the Centers usually ask for the convicted not to be punished but to be medically treated if needed, to restrain the person from coming close to the family home and the school and to restrain the person from communicating with the members of the family.
What is most concerning, says in First Children’s Embassy in the World Megjashi, is the fact that the Centers, in most of the cases, don’t have any knowledge of the effects of the punishments. Biggest problem in dealing with these kinds of cases isn’t the law regulations, but the deficit of resources of the Social care centers and deficit of trained social workers and lack of shelters for the children who are victims of violence.
The State should provide better protection and strategy for protecting the children from violence. It is necessary that all the relevant institutions are synchronized in undertaking activities and responsibilities proclaimed by the Constitution and the Convent
